Senator Lincoln requested that the reconsideration on HOUSE JOINT              
RESOLUTION NO. 54 be taken up. The resolution was before the                   
Senate on reconsideration.                                                     
                                                                               
The question to be reconsidered: Shall HOUSE JOINT                             
RESOLUTION NO. 54 Relating to urging the exclusion of national                 
forests in Alaska from President Clintons proposal for withdrawal of           
roadless areas in the national forest system, pass the Senate? The
